1. GENERAL PROVISIONS
1.1. This Regulation is a document regulating the work of IUAF Referee Commission.
1.2. Refereeing Universal Aikido competitions is an important and responsible activity carried out on a voluntary basis.
1.3. Members of IUAF Referee Commission must be IUAF members who have expressed a desire to participate in refereeing competitions, who know the Rules of the competition and are proficient in refereeing techniques.
1.4. The main function of Referee Commission is impartial refereeing of Universal Aikido competitions in accordance with the applicable Rules.
1.5. The direct management of Referee Commission is carried out by Chairman of Referee Commission, who is a member of IUAF Presidium.
2. COMPOSITION AND STRUCTURE OF IUAF REFEREE COMMISSION
2.1. IUAF Referee Commission functioning is supervised by its Chairman, approved by IUAF President for a period of four years. IUAF President has the right to change the term of office of Referee Commission towards reducing or extending it.
2.2. The composition of IUAF Referee Commission is formed by the heads of IUAF national federations, delegating the referee for the IUAF's Commission. IUAF Referee Commission consists of the members, who have their own minimum national referee category for each country.
2.3. Each referee must have refereeing practice in competitions at the national level, hold annual seminars on refereeing and pass the theoretical exam on knowledge of the rules of competition.
3. THEORETICAL PRACTICES AND RERFEREE QUALIFICATION EXAMS
3.1. Every 4 years, all referees must pass a qualification examination on knowledge of the rules of Universal Aikido competitions and modifications to them.
3.2. Each member of the judiciary board must participate in at least 2 referee seminars per year.
3.3. A report on the seminar in the form established by IUAF, indicating the list of participants, is submitted by Chairman of Referee Commission. A report on the panel of referees operating during the seminar, based on its results, is provided to IUAF President within 7 working days from the date of competition end.
4. INTERNATIONAL REFEREES CATEGORIES
4.1. Generally, IUAF Referee Commission conducts one examination a year. Each national federation has the right to submit a list of candidates for the international category. The Examination Commission of IUAF Referee Commission considers of the candidates and makes a decision on the admission of each candidate to the exam.
4.2. International examination (license "B").
Requirements for candidates:
1. Age: from 25 years;
2. At least 5 years of practical experience in Universal Aikido;
3. Active practice of refereeing competitions at the regional and national levels;
4. Recommendation by the National Federation of the country of candidate’s residency;
5. Approval of the candidacy by IUAF Referee Commission;
6. For referees - at least 2nd dan in aikido;
7. For a referee-secretary - at least 1st dan in aikido;
8. Knowledge of English (preferably). Candidates for a "B" license must pass an initial test of English language proficiency, which is organized by IUAF Referee Commission.
4.3. A "B" license is issued for a period of 2 years.
4.4. If after two years of practice the referee ends up in classification group 1 or 2, the license is automatically extended for additional 2 years.
4.5. If, based on the results of two years refereeing practice referee ends up in classification group 3 or 4, there is a must to pass an exam to confirm the category of the international license.
4.6. International exam (license "A").
Requirements for candidates:
1. Age from 30 years;
2. At least 10 years of practical experience in the UA;
3. Possession of an international refereeing license "B" for at least 4 years;
4. Active practice of refereeing competitions at the national and international levels;
5. Recommendation of the National Aikido Federation of the country of candidate’s residency;
6. For a referee - at least 3rd dan in aikido;
7. For referees-secretary - at least 1st dan in aikido.
4.7. License "A" is issued for a period of 2 years.
4.8. If after two years of practical activity the referee ends up in classification group 1 or 2, the license is automatically extended for another 2 years.4.9. If the referee ends up in classification group 3 or 4, based on the results of two years of practice, it is necessary to pass an exam to confirm the category of the international license.
4.10. During a calendar year, IUAF referees who have the international category must necessarily to take part in least twice at official national or international competitions. After each event referees submit a report in the prescribed form to Chairman of Referee Commission.
5. THEORETICAL TRAINING ISSUES
5.1. Questions of the examination program.
- Organization of judging of international and All - Russian competitions;
- Various competition systems;
- Sports disciplines;
- The draw system, the principle of making grids according to the Olympic and round-robin systems;
- Criteria for determining the winner in applied categories;
- The sequence of competitions in the team applied categories;
- Refereeing in demonstration categories;
- Difficult cases (equality of points and others) in determining the winner in applied categories.
- Terms and gestures used in refereeing.
6. QUALITY EVALUATION OF REFEREEING
6.1. At IUAF competitions, the appearance, practical refereeing and behavior of referee are evaluated. According to the results of the assessment, the referees are classified into groups. (1, 2, 3, 4).
6.2. The system of evaluation of referees work.
The performance of functional duties is assessed:
1. Knowledge of the rules and the ability to apply them in practice;
2. Assessment of technical actions, including the correctness of the calculation of points in Single Applied Category;
3. Assessment of violations, timely warning;
4. Discipline;
5. Appearance;
6. Correct commands and precise gestures;
7. Movement and choice of location on the tatami;
8. The ability to use the technical means used in the work of referees (video replay system);
9. Interaction with colleagues and specialists.
7. POLICY, CONDITIONS AND FORMS OF REFEREE PROMOTIONS
7.1. Referees may be awarded with memorable prizes and cash gifts for their impeccable refereeing of competitions, as well as for their active methodical work and dissemination of best practices.
7.2. The decision on encouragement of referees is made by IUAF Presidium on the recommendation of the Referee Commission.
7.3. The diploma of the "Best Referee of the competition" can be awarded for impeccable refereeing throughout the tournament. The presentation takes place as part of the official award ceremony. The decision is made by the Referee College of the tournament.
7.4. For active and impeccable refereeing of at least 3 international tournaments during the year, referee may be included in the list of the best sports referees of the year. The appeal is accepted by the IUAF Referee Commission.
7.5. For active and impeccable refereeing of competitions over several years, active methodological work and dissemination of best practices, referee may be awarded memorable and monetary gifts from IUAF. The decision is made by IUAF Presidium on the recommendation of the Referee Commission.
8. APPLICATION OF DISCIPLINARY MEASURES TO REFEREES
8.1. For violation by referee of specific points of the competition rules, which did not lead to serious errors in determining the winners, or violation of the rules of conduct of referees, referee may be Reprimanded.
8.2. For violation by a referee of certain points of the Competition Rules, which could lead to errors in determining the winners, or for repeated remarks, or for violation of the rules of conduct of referees, the Chief Referee of the competition may to issue a Warning.
8.3. For the referees gross repeated violation of specific points of the Competition Rules, which could or did lead to serious errors in determining winners, injuries to participants, or in cases where remarks or repeated warnings have already been made repeatedly, the Chief Referee of the competition may disqualify the referee (remove him from refereeing these competitions) and also recommend to the IUAF Referr Commission to lower the referee category with an indication of the period of ineligibility.
8.4. For actions discrediting the title of referee, IUAF Presidium, on the recommendation of Referee Commission, may deprive a referee of the referees category, without the right to resume referee activity in Universal Aikido.
9. ORGANIZATION OF COMPETITIONS IN THE LIGHT VERSION OF THE SINGLE APPLIED CATEGORY.
9.1. Referee's places on tatami.
The light version of the single applied category is refereed by five side referees , and Referee on tatami, if otherwise provided by the Regulations, four referee's places are located at the corners of tatami, the fifth on the side closest to Shomen.
9.2. The procedure for conducting competitions in the light version of the applied single category.
During the competitions, the referee-secretary announces the couple who goes out on the tatami and the next pair of participants who begin to prepare for the performance. The referee at the participants prepare the athletes of the next pair by tying red and white belts on the participants. A red belt is tied on the first announced athlete.
9.3. Before the start of the match, the Referee approaches the edge of tatami and gestures for the participants to come out onto tatami. (Fig. 1). Turns to the center of tatami and shows the athletes their places opposite each other. (Fig. 2).
9.4. A fight usually consists of at least three rounds. According to the decision of Referee College, the number of rounds may be increased. In one round, there are two fights in which athletes demonstrate one technique on top of each other.
At the Referee's command: "Shomеn ni ray!" (Fig. 3) athletes perform a bow towards to Shomen, following the command "Otagai ni rei!" (Fig. 4) the participants bow to each other.
Then referee approaches the athletes and checks that the required distance is maintained. For grappling – the distance of an outstretched arm, for punches - two outstretched arms.
After checking the distance, the referee goes behind Nage (about two steps) and starts the round, demonstrating the attack for Uke. After demonstrating the attack, referee must be in close proximity to athletes, be able to control the course of the match and, if necessary, quickly stop it.
The fight ends with the referee's command "Mate!" and one of the gestures: either the referee shows the referees that Osae was performed (Fig. 5), or that Osae was not performed (Fig. 6).
After the end of each round, Referee puts the athletes in their places and waits for the command of the senior referee of brigade "Hantey!", according to which the referees synchronously throw out the flags, giving victory in the round to one or another athlete.
At the end of the last round, the Referee invites the athletes to take their starting places.
Then the informant referee (secretary) announces the winner, indicating the first and last name of the participant.
The referee on tatami raises his hand in the direction of the winner.
Then the referee gives the command "Otagai ni rei!" - the athletes bow towards each other and the command "Shomen ni rei!" - the athletes bow towards the Shomen.
The referee then makes sure that the athletes shake hands, hug each other in a friendly way and thank each other for their performance.
Then the referee asks the athletes to leave the tatami (fig. 7).
9.5. In competitions with a large number of spectators, the informant referee (secretary) announces the score after each round. When announcing the score, the informant referee can also inform the audience about the course of the entire match, tell the rules of the competition, and explain a particular decision of the referees.
10. ORGANIZATION OF COMPETITIONS IN THE HARD VERSION OF THE SINGLE APPLIED CATEGORY.
10.1. Referee's places on tatami.
The hard version of the single applied category is refereed by two side referee and referee on tatami, if otherwise provided by the Regulations. The referees's places are located at opposite corners of tatami.
10.2. The procedure for conducting competitions in the hard version of the applied single category.
During the competitions, the referee-secretary announces the couple who enters the tatami and the next pair of participants who begin to prepare for the performance. The referee at the participants prepare the athletes of the next pair by tying red and white belts on the participants. A red belt is tied on the first announced athlete.
Before the start of the match, Referee approaches the edge of tatami and gestures for the participants to come out on tatami. (Fig. 1). Turns to the center of tatami and shows the athletes their places opposite each other. (Fig. 2).
At Referee's command: "Shoman ni ray!" (Fig. 3) athletes perform a bow towards to Shomen, following the command "Otagai ni rei!" (Fig. 4) the participants bow to each other.
Then the Referee announces the "initiative" of the participant with the red belt and the team "Hajime" starts the fight.
Usually, the time of the match is 1 minute of pure time. Each athlete has the initiative for 30 seconds. However, the time of the match in a certain category may be increased by the Rules or the decision of Referees Commission.
During the fight, Referee must be in close proximity to the athletes in order to be able to control the course of the fight and, if necessary, quickly stop it.
The referee stops the match with the command "Mate", when performing any technical action, showing one or two points in the direction of the athlete who earned the point/s.
If sides referees of the match agree with the Referee on tatami decision, then Referee with the command "Hajime" immediately continues the fight. If the referees disagree, one or both referees raise right hand together with the command "Yame" and stop the match. In this case, the referees and the Referee on tatami approach the side of the tatami closest to Referee's College for a meeting.
If the referees manage to come up with a unified decision on the episode that caused the disagreement, the fight continues. If the opinions are divided, referee approaches the Referee's College and informs them about the need for a video viewing of the episode.
After watching, referee's team makes an agreed decision and continues the match.
If, even after watching the video, the referee's team cannot come up with a unified decision, then the head of the appeal commission is invited to watch, whose verdict is not disputed.
At the end of the first half of the match, the Referee gives the command "Mate", announces the initiative of the participant with a white belt and continues the fight.
After the time of the match has expired, Referee receives a command from the timekeeper, stops fight with the command Yame and invites the athletes to take their starting places.
Then the informant referee (secretary) announces the winner, indicating the name of the participant.
The referee on tatami raises his hand in the direction of the winner.
Then referee gives the command "Otagai ni rei!" - the athletes bow towards each other and the command "Shoman ni rei!" - the athletes bow to Shomen.
Then referee makes sure that the athletes shake hands, hug each other in a friendly way and thank each other for their performance.
Then the referee gestures for the athletes to leave the tatami (Fig. 7).
10.3. In competitions with a large number of spectators, the informant referee (secretary) constantly announces all changes to the score. When announcing the score, the informant referee can also comment on the entire course of the match, telling the audience about the rules of the competition, explaining this or that decision of referees, naming the techniques by which the points were earned.
11. ORGANIZATION OF COMPETITIONS IN DEMONSTRATION CATEGORIES.
11.1. Referee's places on tatami.
Demonstration disciplines are served by five referees, unless otherwise provided by the Regulations. All the referee's places are located in one line, in the center of the side of tatami closest to Shomen.
There must be a distance of at least 50 cm between the referees.
. 11.2. The procedure for conducting competitions in demonstration disciplines.
During competitions in demonstration disciplines, the referee-secretary announces the athletes (pair or group) who enters the tatami, as well as the next pair or group who begins to prepare for the performance.
Before the start of the performance, Referee approaches the edge of tatami and gestures for the participants to come out on tatami. He turns to the center of tatami and shows the athletes their places.
11.3. During conducting competition in the single demonstration category, participants from the same certification category line up in a row facing the referee's college. If Uke (partner) should approach the participants during the performance, Uke immediately take up places in front of their Nage in seiza position.
11.4. During conducting competitions in the doubles demonstration category according to the olympic system, Referee places both pairs of participants in front of the referees opposite each other. The distance between the pairs should be at least 4 meters.
11.5. During conducting competitions in the group demonstration category, all participants are positioned opposite their partners so that, at the command of Referee, they can immediately begin the first attack.
11.6. At the command of Referee: "Shoman ni rei!" the athletes bow to Shomen, at the command "Otagai ni rei!" the participants bow towards each other.
After Referee makes sure that the athletes are ready, he gives the command "Hajime" (Fig. 8) and the athletes should immediately start the program. The Referee leaves the competition area at this time.
The performance ends either when the athletes have fully completed their program, or when Referee, in case of unforeseen circumstances (injury to the athlete), gives the command "Yame".
The performance may also be stopped by the referee-secretary, who performs the duties of the timekeeper, if the time allotted for the program is exceeded by more than 5 seconds. In this case, he raises his hand and signals to Referee (fig. 6), who immediately steps onto the tatami and stops the performance with the command "Yame" (Fig. 6).
After the end of the performance, Referee invites the athletes to take their places to announce the results.
After that, the informant referee (secretary) announces the winner.
At the announcement, Referee on tatami raises his hand towards the winner.
Then Referee gives the command "Otagai ni rei!" and the participants bow in the direction of each other, at the command "Shoman ni rei!" - in the direction to Shomen.
Then Referee gestures for the participants to leave tatami.
11.7. At the first exit of referee or at the change of the referee's college, referees approach their seats and, at the command of the Сhief Referee, bow to the center of tatami.
Also, when leaving the tatami, referees bow to the center of tatami.
